It simply means failure to obey the traffic signs.
In New Orleans, it’s not uncommon to see that may be written for an HOV violation, maybe you were the only person in the car when there are supposed to be two or more. I’ve also seen this for commercial drivers and truck, particularly on the high rise coming from the New Orleans east. Maybe they get into the middle lane, they’ll let the cars merge, where the signage on the highway says that commercial trucks must stay to the right. Sometimes they will get pulled over by a state trooper for their failure to obey the signage. Same thing for red lights- blowing through that stop light or trying to make it through the yellow can get you pulled over and you may receive a failure to obey ticket. Failure to obey basically means you didn’t obey the sign or device and the rules required. It’s that straightforward.
